Early Intervention

Comprehensive Services for Children Under the Age of 6 Years


MIU IV offers comprehensive early intervention programs and services from screening to preschool classroom programs for children ages 3 to 5 who demonstrate a 25% delay of their chronological age in one or more developmental areas.

The Preschool Connection

In order to serve families, referring agencies, and early Intervention partners, MIU IV offers a toll-free number that connects parents and agencies to services for children under the age of 5 years. The Preschool Connection is often the first step in the referral process.

EI Screening & Assessment Services
MIU IV has a screening and evaluation team in each of the three counties. After a screening takes place, a preschool assessment team reviews the data and determines the need for further evaluation. After evaluation, if a child is eligible for services, an individual education plan (IEP) is developed. Children are then enrolled into preschool programs based on IEP team decisions.

Student eligibility: Children may be eligible for early intervention between 3 to 5 years of age.

Eligibility for services is based on:
  • A 25 % delay of their chronological age in one or more of the following developmental domains: cognition, communication, fine motor, gross motor, adaptive behavior or personal-social as compared to other children of that age. OR
  • A disability defined in IDEA/Chapter 14 such as autism, deaf-blindness, hard-of-hearing, deafness, visual impairment/blind, mental retardation,multiple disabilities, traumatic brain disorder, emotional disturbance,speech or language impairment, orthopedic impairment, other health impairment, specific learning disability, AND
  • The child’s profiles indicate that areas of difficulty are in need of specially designed instruction to support the activities of daily living in the home, school and community environment. A child will remain eligible for services until the child maintains age appropriate skills for 4 months.

Once eligibility is determined through the evaluation process, then an individual education plan will be developed by the IEP team.

MIU IV's Continuum of Services
MIU IV provides services through a mutually agreed written arrangement (MAWA) with the state of Pennsylvania for all districts in Butler, Lawrence and Mercer counties, except for Farrell School District. MIU IV provides a continuum of early intervention services from child find to direct services. This continuum includes supportive and supplemental services in a variety of preschool settings, specialized early intervention services in combination with other programs, home, specialized early intervention classrooms or more restrictive placements in approved private schools. Early intervention programs may also be provided through contracted services or in conjunction with Head Start programs.

Auxiliary related services are provided when needed and defined in the Individual Education Plan (IEP). These services might include assistive technology, audiology, case management, social work, physical therapy, occupational therapy, health related services in the classroom, parent education, family services and transportation.

The IU operates several early intervention classrooms in each county, and partners with many Head Start programs, community preschools and early care and education programs supporting children and families in the tri-county area.
